Research Of Inspection And Quarantine's Construction Of Credit Supervision System On Cross-border Electronic Commerce

In recent years,cross-border e-commerce has developed rapidly and has become a new mode of foreign trade.It is also a new growth point for China's import and export trade.At the same time,cross-border e-commerce characteristics differentiate from other general import and export trade,which brings new challenges to the supervision and inspection of China's Inspection and Quarantine Department.The traditional model has been unable to adapt to new development needs.Therefore,the updated supervision system is urgently needs to be studied and launched.Effective supervision system is easily to achieve the goal of facilitating cross-border e-commerce customs clearance and efficiently safeguarding security.This paper examines the current status of supervising on cross-border e-commerce by Supervision and Quarantine Department and supervising experience in some pilot cities,then points out problems existing in current models,and believes that the future direction of cross-border e-commerce inspection and quarantine supervision is credit supervision,that is,using differentiated management method which are based on credit classification.This article analyzes components in general supervision system and studies on current experience in supervision on inspection and quarantine.Then the research is applying credit supervision concept initiated from credit supervision regulation,credit rating and credit information application.Then the article concludes the core of enterprise is credit classification management and risk analysis system,so that it better meets the development needs of cross-border e-commerce and provide reference for the reform and innovation in the future.
