Cross-border E-commerce Inspection And Quarantine Supervision Research

Along with the rapid development of information,Internet and integrated business management technology,cross-border e-commerce(hereinafter referred to as the "cross-border e-commerce")has obtained unprecedented development space.China is one of the countries that has the fastest cross-border e-commerce growth velocity.In 2013,cross-border e-commerce accounted for 30 percent of global business transactions.However,the rapid development also brought problems,such as "north-south imbalance","south strong north weak" problems in China(Wang WL,2013).Most cities in the north part of China have different degrees of shortness in the infrastructure construction and inspection and quarantine regulations that can support the sustainable development of cross-border e-commerce.Within this background,the study of Dalian,one of the most developed regions in Liao Ning province,can provide examples,references and various assistance to other less developed cities.This article is divided into six parts.The introduction introduces the background and significance of this study;The first part mainly introduces the definition of cross-border ecommerce and its overall business environment.Also,it describes the study purpose and scope of research and briefly explain the research methods and the arrangement of the structure design;The second part mainly reviews the existing research results on cross-border ecommerce and inspection and quarantine supervision,as well as the information asymmetry of participants in cross-border e-commerce industry;The third part gives introduction of the inspection and quarantine study and research results of three cross-border e-commerce pilot cities(Tianjin,Ningbo and Guangzhou).This section also examines and list the advantages and disadvantages of the schemes implemented in these three pilot cities,then evaluates the pros and cons of Dalian province in terms of successfully implementing quarantine supervision.The forth part points out the achievements and shortcomings of Dalian's inspection and quarantine supervision mode,combined with the analysis above;The fifth part gives some feasible countermeasures and suggestions are put forward.The last part focuses on the analysis and summary of the full thesis,and affirms the positive effects of inspection and quarantine supervision to the future prosperity of cross-border e-commerce.
