A Research Of Situation And Countermeasures Of The Inspection And Quarantine Supervision On Cross-border E-commerce In Tianjin

The development of cross-border e-commerce has important and far-reaching significance to expand international market share,foreign trade marketing net and the transformation of the mode of foreign trade development.However,because the restriction of current management system,policy and regulatory environment,the development of cross-border e-commerce have been impeded.Chinese Cross-border e-commerce has a rapid development currently,but not coordinately,the inspection and quarantine departments in the relevant laws,regulations and regulatory measures on obvious lag.There has no unified regulation in the country,the supervision of cross-border e-commerce products by inspection and quarantine bureau is still in a state of "crossing the river by feeling the stones".This study start with inspection and quarantine supervision status of cross-border e-commerce in Tianjin area as the breakthrough point,by analyzing of the practical problems of current regulatory measures and the causes of them,drawing lessons from Hangzhou,Shanghai and Guangzhou and other places of good supervision method and the experience.Use the government regulation theory and new public management theory as the theoretical basis,from innovating the inspection and quarantine supervision system,establishing the cross-border e-commerce regulation mode and completing supported system for the inspection and quarantine of cross-border e-commerce this three aspects actively explore to establish and complete the inspection and quarantine regulations of cross-border e-commerce.This study propose to that the inspection and quarantine supervision of cross-border e-commerce in Tianjin area should be in a quick convenient customs clearance and trade as principle,risk management as the core,relying on the information system,strengthen the cooperation between departments,carry out "for the record,the entire regulation in the initial stage and subsequent trace ability of regulatory model.By researching the inspection regulatory measures of cross-border e-commerce in Tianjin area,provide thought for the reform of government institutions and inspection and quarantine departments.This paper means to give a reference for the system,management and service innovation of inspection and quarantine administration.This study also has the vital significance to promote local economic development of Tianjin,to promote the sustainable and healthy development of foreign trade,to enhance the level of the open economy development.
