Research On The Inspection And Quarantine Follow-up Supervision Of Cross-border E-commerce

Recently, the cross-border e-commerce has turned to be a new means of international trade thanks to its rapid development. Considering the future of cross-border e-commerce, Chinese government has paid much attention on it, therefore, a lot of supporting policies have been put forward successively. As one of the departments which are in charge of cross-border e-commerce, entry-exit inspection and quarantine department has realized that the traditional model of inspection and quarantine supervision isn't much suitable for it. As a consequence, the supervision mode has been adjusted to cross-border e-commerce, with the background of integrated business reform in entry-exit inspection and quarantine department. We can easily find that field inspection has been taken by the filing management system of enterprises and products on the whole, for the purpose of promoting the development of cross-border e-commerce efficiently and orderly,However, owing to the fact that a large amount of cross-border e-commerce goods which are called consumer goods are directly related to human health, the risk on the quality cannot be ignored. In order to create a favorable and ordered environment for the development of cross-border e-commerce, effective follow-up supervision is quite necessary. By that means, no matter customs declaration efficiency, or product quality, or interests of cross-border e-commerce participants can be guaranteed.In this article, starting with the development status of inspection and quarantine supervision of cross-border e-commerce, the risk, problems and bottleneck in follow-up supervision have been analyzed in a logical sequence. Referred to the experience of follow-up supervision in traditional import and export trade at home and abroad, a series of suggestions have been put forward to improve the follow-up supervision of cross-border e-commerce in China, such as setting up a complete system, enriching supervision methods and providing flexible and personalized service.
