As the highly integrated applying of Information Technology, Internet Technology,Business Management Technology, the cross-border e-commerce has been fully developed. Currently, China is one of the fastest growing country in cross-order e-commerce area in the world, which turnover ratio of cross-order e-commerce reached30% of the gross merchandise volume of the world in 2013. Supported by the advantages on goods supply and logistics of Yi Wu small commodity market, the cross-border e-commerce of Yi Wu got a rapid development. Turnover in 2014 reached 115.3 billion,with year-on-year growth of 35%. Yi Wu is approved to construct a national demonstration city of e-commerce in 2014. Under this background, to carry out the study of inspection, quarantine supervision on cross-border e-commerce of Yi Wu is has it's own significant meaning.Through the analysis of the current situation and characteristics of Yi Wu's cross-border e-commerce and the problems existing in the current mode of inspection,quarantine and supervision, This article found out five aspects of risk, quality safety risk,biological safety risk, market credit risk, intellectual property risk, trade policy risk,existing in cross-boarder e-commerce industry. Compared with the demand of cross-border e-commerce, the current inspection, quarantine and supervision has 5 aspects shortage. They are inspection and supervision policy which objects to cross border e-commerce, the change of inspection and supervision mode, new inspection measures,innovative clearance mode, information docking with the cross-border E-business platform. Through analyzing the reason why there are some problems existing in current inspection, quarantine and supervision of Yi Wu, 7 constructed measures according to current inspection, quarantine and supervision mode of Yi Wu cross-border e-commerce are raised in this article, such as innovation of inspection and quarantine system,implement of two inventory management, establishment of 3 quality monitoring mechanism, construction of new information platform, innovation of clearance mode,strengthening inspection and publicity work, etc.
