Research Of Inspection And Quarantine's Supervision On Cross-border Electronic Commerce

With the rapid development of the network information age, the global electronic sales platform keeps rising. The cross-border e-commerce grows violently, and it has already become the new mode of the foreign trade in China. With the rapid development, the regulatory risk brought by the operation mode of the cross-border e-commerce different from the traditional mode has already posed severe challenges to the supervision of the sanitary authorities in China. Especially, ever since the establishment of the LFTZ in Tianjin, inspection and quarantine shall make new attempts in the regulation of the cross-border e-commerce, not only by preventing the transmission of epidemic disease, but also by guaranteeing the interest of consumers. Consequently, it shall study and make quick and effective inspection and quarantine regulation mode, and it has already been the emphasis of the port inspection and quarantine institutions.It consists of seven parts: in the first chapter, the meaning of the cross-border ecommerce is introduced, the research purpose and range is illustrated, and the research method and structural arrangement is summarized. In the second chapter, the past research achievements incross-border-e-commerce and inspection and quarantine,as well as the information asymmetry in incross-border-e-commerce are introduced. In the third chapter, the development status of the cross-border e-commerce and responsibilities of inspection and quarantine are introduced, and the current existing risks in the cross-border e-commerce are pointed out from the perspective of the inspection and quarantine. In the fourth chapter, the current status of supervision in three cross-border e-commerce pilots, including Hangzhou, Ningbo and Guangzhou is introduced, and meanwhile, the advantages and disadvantages are pointed out. In the fifth chapter, the impact of the establishment of Tianjin LFTZ on the supervision mode of the inspection and quarantine is stated. In the sixth chapter, the cross-border e-commerce service platform in Tianjin Dong-jiang Bonded Port Area is introduced, and policy suggestions are proposed for the supervision model that can be applicable for the overall system frame of LFTZ and favorable for the effective management of cross-border e-commerce. In the seventh chapter, it is the summarization, and meanwhile, the supervision blueprint of the future inspection and quarantine to the cross-border e-commerce.
