Research On The Inspection And Quarantine Supervision Of Cross-border E-commerce(Import) In Dalian

The growing maturity of electronic network technology has led to the rapid development of e-commerce and cross-border e-commerce.With the advantages of the convenience and efficiency of the cross-border e-commerce,it makes its development more rapid.However,this high-speed development has brought great challenges to the customs,inspection and quarantine departments in china.As a new form of business,the traditional mode of supervision can not meet the current development trend of cross-border e-commerce.For cross-border electricity providers(import)regulation,especially safety supervision still need further improvement.It is imperative to study the inspection and quarantine government supervision of cross-border electricity suppliers.Dalian is located in the northeast of China,and its own e-commerce development has lagged behind the southern first tier cities.In this context,it is of great significance to study the government supervision of cross-border electricity supplier(import)inspection and quarantine in Dalian.In this paper,after studying the cross-border e-commerce related situation in various regions,the author suggests that,in Dalian cross-border electricity(import)government supervision of inspection and quarantine work,we can adopt such ways as concept innovation,system innovation and mode innovation to jointly safeguard the port public safety.And it is helpful to explore new ideas and ways of national security governance,and to realize the good and fast development of China's foreign trade.Firstly,this paper begins with the "cross-border e-commerce" security and development as the premise.It uses field research method,literature method and Delphi method,combines with government regulation,cross-border e-commerce,inspection and quarantine and other related concepts,and makes theories of government regulation,holistic governance and social service as foreshadowing.Based on the above this paper analyzes the implementation measures,achievements and problems of cross-border e-commerce in Dalian.Then this paper makes experience summary combined with the relevant experience of cross-border electricity supplier inspection and quarantine supervision in the United States,the European Union,Japan and other developed countries,as well as Hangzhou,Ningbo,Guangzhou and other cities.According to the actual situation of Dalian,combined with the development situation of cross-border e-commerce and characteristics of the coastal city,this paper qualitatively analyzes the problems of payment and settlement,postponement of cross-border electricity supplier logistics development,talent training not matching the rapid growth of cross-border electricity supplier,as well as intellectual property rights and counterfeit commodities and other issues.It points out the main problems and the reasons of the cross-border electricity supplier in Dalian and provides guidance for the inspection and quarantine supervision of Dalian cross-border electricity.The purpose of the cross border e-commerce supervision mode is to help the inspection and quarantine departments to cope with the new business under the new situation,and to make policy prospects for Dalian's inspection and quarantine department to carry out cross-border e-commerce supervision in the future.Taking the existing policy recommendations as the direction,we explore a new quarantine supervision mode peculiar to Dalian,which can not only check services but also maximize trade facilitation.Then the mode is extended to the national inspection and quarantine department,so that the supervision of cross border e-commerce is at the same scale,making the management mode more standardized and the management means more perfect.At the same time,the paper makes specific introduction and policy recommendations for the inspection and quarantine departments in cross-border e-commerce supervision,finding out the possible risks in cross-border e-commerce supervision and the shortcomings of supervision in the pilot cities.Combined with the new environment of Dalian's cross-border e-commerce,the author puts forward the policy suggestions on the cross border sub-commerce of Dalian inspection and quarantine.
