In the perspective of "China's postal universal service guarantee"' using the methods of literature analysis,data statistics,the universal postal service guarantee for the exploration and research.On the concepts of clarification,analyses the universal postal service is a quasi-public product,put forward the "universal postal service is based on the assurance of communication rights of all citizens of and the real need of correcting market failure and arranged by a series of" point of view,and define the universal postal service system contains three top-level design,basic security,operation management level,and by the system and planning,equal compensation mode,service and infrastructure equipment,communication network and service support capability,business development and other seven elements.With detailed description of the current situation of universal postal service of the data,analyzes the problems and the root of the problem are mainly:lack of top-level design based single investment,management,supervision and lag.Finally,the paper puts forward the countermeasures to improve the general service guarantee of postal service:by perfecting the system design,the business specialising in the provision of the service of the express enterprises is eliminated.By setting up special funds to innovate traditional compensation methods;We will increase the level of equalization of services by expanding investment channels to ensure infrastructure facilities;To develop a diversified strategy to meet the needs of citizens by reinventing traditional businesses;Improve the ability of service assurance by improving supervision.
