China's Universal Postal Service Development Direction Of Discussion

Since the posts industry and telecommunications industry separated in December 1998, the postal service enterprises faced with how to manage commercially, the special policy which the profits of electricity enterprise makes up the losses of the postal service enterprise in postal service industry monopoly time already canceled, and the losses questions made by the postal service enterprises implementing universal service highlighted. On September 9, 1999, the "Beijing postal service enterprises Strategy" frame agreement was passed in 22nd ten thousand countries UPU plenary session., for the first time the concept of "the universal service" was proposed in the assemblies resolution form .After this conference, the various countries started to study the universal service question in the postal service enterprises, and realized the importance to study the universal service under the commercialization operation. Just under such background, studying the universal service question of the Chinese postal service enterprises becomes urgent.This article studies present situation of the universal service in the Inner Mongolian and in the national area from the spot to the surface, and studies universal service practice and the fundamental research, and compares historical review and realistic condition in the various countries, then discovers the rule of universal service development in the postal service enterprises, experiences and lessons which were the model significance to the postal service enterprises universal service. According to the national condition, this article proposed the strategy that the postal service industry how to realize current universal service as well as how to establish the new mechanism conception and the concrete implementation plan of the universal service. This article includes the main contents are: The first part elaborated emphatically research goal and the significance, and analysis current research of universal service practice value by the real diagnosis analysis, the model document analysis method etc. The second part researches universal service connotation, the academic theories as well as the current universal service practice in various countries systematically by studying historical and the reality longitudinal analysis method, the theory and the practice unifies method as well as compares method between the home and overseas. The third part, the fourth part proposed to solve methods, including: implements Current universal service strategy and realizes universal service supporting mechanism. The fifth part then researches safeguard system to realize the universal service. The final part proposed to fulfill the universal service as the foundation of the postal service. In 21st century the postal serve industry will take the universal service as the important strategic choice.Though studying, the article draws the conclusion as following:Under the current competition environment, new mechanism of universal service should be established, which means: Firstly the fair competition should be maintained and promoted; secondly the social goal should be brought into the enterprises economic target, through the policy guidance and the support to achieve the enterprise profitable principle, and to attain economic target actuation primarily; Thirdly the competitive system and the strict restraint mechanism also should be establish to makes every efforts to achieves the maximized sum of the social efficiency and the economic efficiency.
