| The industry of postal universal service plays an important and unique role to protect the right communacation of the people.Following the development of global economy and the oening of global market,many non-postal enterprises entered postal service market from the end of the 1980's to the beginning of the 1990's, hence the controdiction between participatig competetion and providing universal service became more and upgrading in postal industry. On September 9, 1999, the "Beijing postal service enterprises Strategy" frame agreement was passed in 22nd ten thousand countries UPU plenary session., for the first time the concept of "the universal service" was proposed in the assemblies resolution form .Since post industry and telecommunications industry separated in December 1998, the postal service enterprises faced with how to manage commercially, the special policy which the profits of electricity enterprise makes up the losses of the postal service enterprise in postal service industry monopoly time already canceled, and the questions of losses made by the postal service enterprises implementing universal service highlighted.After an investigation from one point to overall situation and a study on the theories of the universal service and its practice in some countries, the article gives examples how the postal service industry to make developing strategy and how to establish the new mechanism conception ,as well as the concrete implementation plan for the universal service. The main contends of the article include: Part 1, the background, the purpose and the significance of the study; part 2, to find out the current situation of the universal service in some countries and to research universal service connotation, the academic theories as well as the current universal service practice in various countries systematically by the method of studying historical and the reality longitudinal analysis, the method of practicing the theory in real situation as well as method of comparation from home and abroad; part 3 and part 4, to put forward the strategic design and supporting mechanism for implementing universal service; part 5, studies on the legal protection and self-protection. In conclusion, to put forward ways of developing universal service at present: Firstly, to promote law construction in postal industry; Secondly, to ensure the unique right on managing postal industry; and Thirdly, to enforce the self reform on marketing process. |
