Study On The Universal Postal Service In Inner Mongolia

Universal service serves as the core value of postal service. And the level of universal postal service is the main indicator for a country's political, economic, social and cultural development. Following the postal service system reforms conducted in the majority of nations in the world, China issued a Postal Service System Reform Scheme in 2005; in 2006 China officially separates government functions from enterprise management in the postal industry. On November 29,2006, China Post Group Corporation was officially incorporated, which marked a new phase of the postal service system reform. On Oct.1,2009, the newly-revised Postal Law of the People's Republic of China was issued and enacted, in which the achievements of the postal service system reform have been consolidated. Furthermore, the new Universal Postal Service national standard was enacted together with the newly-revised Postal Law on the very same date. Since the postal service system reform, the postal enterprises on the one hand have been responsible for their own management, decisions, profits and losses so that they are faced with straight market competition and aims at the maximization of the enterprise profits. On the other, they continue practicing universal postal service under the commission of the government, during which they are directly facing the public and focus on the maximization of social benefit. As a result questions require immediate solutions, including how to coordinate the two so that the fulfillment of universal postal service is made sure, and meanwhile, the enterprise profits are maximized.The new Universal Postal Service national standard set forth new requirements for the postal enterprises to provide universal service. Focusing on the new Universal Postal Service national standard, this paper takes the approaches of empirical analysis and comparative analysis to thoroughly analyze the achievements, standard gained and the existing problems in comparison combining the practical conditions of universal postal service in Inner Mongolia. It also analyzes in depth the reasons for the gaps in Inner Mongolia universal postal service. Meanwhile, it put forwards the principles for the realization of universal service after taking the main measures used by foreign countries in realizing universal service, and it produces some countermeasures and suggestion to realize universal postal service in Inner Mongolia on the national and local level respectively.Taking a down-to-the-earth attitude, this paper explores the new system and countermeasures suitable for realization of universal postal service in Inner Mongolia. And the purpose is to further analyze and research solutions to problems existing in the development of universal postal service in Inner Mongolia to improve postal operational capacity, enhance postal core competitiveness and to prompt a healthy development of postal service in Inner Mongolia.
