The Post is the state-owned and public sector. It provides all citizens universal postal service and at the same time carry out certain political functions in accordance with the country's sovereignty and the need. In both developing and developed countries, postal service is regarded as the basic means of communication for enterprises, organizations and individuals. Most of products and service provided by the post are "public products" which are cheap and have a "welfare-public goods" nature. The postal service level directly reflects the level of socio-economic development and the people's living standard.In recent years, with the advance of commodity circulation, transportation and the rapid development of postal service types, the parcel business, as the traditional postal business, has to face external fierce market competition and internal postal business diversion as well. At the beginning of 2004, domestic parcel business grew weakly, and the volume was continuously declining, so the overall development was not optimistic. Therefore, how to improve the situation of parcel business and how to make the parcel business better perform the function of universal postal service become a very urgent need for China Post to solve the current problems.This article has a review of theories on universal service and analysis of the universal postal service function and role, and then provides analysis and research on the postal parcel innovation in the separation of government from enterprises and restructuring of the macroeconomic context. SWOT analysis is used for the postal parcel business development. A detailed analysis is done for the strengths, weaknesses, opportunities and threats. It also points out the problems and solutions.This article is divided into six parts.The first part is the introduction. It clarifies research background, purpose and meaning, and also related research results both at home and abroad of and the new study method of this article. It also elaborates the research base from the public administration perspective. The second part is the summary of related universal service and innovation theories.The third part is analysis of the current status of the postal parcel business development in features, general development status, major results achieved, and the main problems existing. It divides problems into 6 areas: market position, business interface, the main management body, charges system, service standards and marketing system.The fourth part provides author's research on the universal service innovation of the parcel business. It is the core of this article. With analysis of the development situation of the parcel business, this article puts forward the overall framework for parcel business innovation, and elaborates the general idea as well. It analyzes product attributes, market positioning and target customers, and designs a new product system for parcel business, and then develops the strategy on how to enhance the innovation, and puts forward an idea about how to establish the parcel business management system for China Post in the separation of government and enterprises context.The fifth part clarifies the solutions to enhance parcel business innovation, including various policies and supporting measures.The sixth part is the conclusion. It summarizes and raises aspects for further study.This article contributes in the actual survey and forum on the actual situation of China Post, and the author's long-term employment experience in postal industry. This article not only lies on the general description of postal service property but also clarifies the relationship between competition and innovation, the parcel business as a specific target described. It analyzes the problems, offer solutions and makes research achievements. It will provide a favorable reference for Post's actual operation and management.
