| In recent years, the rapid development of information technology has brought blue impact to the development of universal postal service in China. At present, universal postal service is in serious shortage of development, with production of low resource utilization. The express industry develop rapidly while the production capacity is inadequate grossly. Under the new condition of market mechanism, needs through the transformation of development mode to solve the present existing conflict in insufficient production capacity of express and low utilization of production resource in universal post service, and seeking a new path for the development of universal service.This paper first analyzed under the background of informatization, the postal service and the present situation of the development of universal service, then concluded that the existing problems in the development of universal service. In the following,studied the postal reform experience of foreign typical national, based on it produced the strategy on marketization reform and development that universal postal service separation from network which mean setting up post company and a universal postal services, and introducing market mechanism and open network resources to carry express network and separation of universal postal service Then the necessity and the feasibility were studied, finally proposes the development strategy.The paper adopted expert questionnaire method, Delphi method, and AHP to build an evaluation system on network ability to carry express network by the universal postal service network. It made every effort to provide intuitive for network separation feasibility study, quantitative analysis tools, so as to provide decision support scientifically and objectively. The research process has a reference value on building evaluation system of network capacity in other industry in future. |
