The Universal Postal Service Provider The Way Research

The purpose of this paper is to explore the provision of universal postal service in a reasonable way. This paper did research and exploration on provision of universal postal service by theoretical analysis, literature analysis, comparative analysis. Based on the theory of public goods, we rethought the accuracy of the definition of universal postal service which is kind of public goods combined with the actual situation of China's universal service. According to the connotation and extension of universal service, we analyzed the current problems of provision of universal postal service. For example the main providers are inefficient, the investment channel is single, the administrative system of price is not conducive to stimulate enterprises to improve productivity. We also analyzed the objective necessity about provision of universal service by non-public enterprises.And we proposed ideas of reform which were splitting business, competition, establishment of an improved and independent regulatory body and the administrative grant system of universal service into a competitive franchise bidding system. We look forward to solve the problems of universal postal service by this way. Learn from foreign advanced universal service fund system, this paper proposed that it should give some subsidies to the successful franchise companies in the bidding and the high cost of low income groups with universal service fund in China. In this paper, it also proposed that we should check the source of the universal service fund and improve the efficiency of universal service fund through scientific management. It should establish an effective mechanism for public participation, because it could supervise the use of universal service fund, make it serve the masses in better way and improve the quality and efficiency of universal service.
