Promoting China's Universal Postal Service Development Research

China Post is a state-owned enterprise, which bears certain public service functions. Being the specific embodiment of public service functions and an important way for the post enterprise to fulfill the functions of protecting civil rights of communication, universal postal service has some characteristics, such as quasi-public, an exclusive and public service, extensive, convenience and timeliness. Until the 21st century, the Post still plays an important role in the political, economic and cultural exchanges, as well as people's lives all over the world. Universal postal service has got more and more attention around the world.Compared with other countries, there exist a lot of difficulties in Chinese universal postal service, such as wide service range, hard implement, high service cost. Universal service businesses suffer so huge losses every year that income from for-profit business of postal enterprises has been insufficient to cover losses caused by the universal service. Although the quality of universal postal service continues to improve, the loss caused by universal service is still an important factor which hampers the improvement of the quality of universal postal service and the development of the postal enterprises. In 2009, China has reestablished a compensation mechanism, including state financial subsidies, tax breaks, granted franchise, transfer of some business income as compensation. However, more than six months has passed, the compensation mechanism seems still insufficient to run, which causes the source of the loss in universal postal service could not be resolved.The survey on developing of Chinese universal postal service compensation is conducive to promote the realization of the publication of universal postal services. It is a necessary prerequisite to protect the basic civil rights to communicate. It also can compensate effectively the postal service loss from the root causes of management, ensure that universal postal service can better fulfill its responsibility and that the postal trade can have a coordinated, healthy and stable development. Refining the operating measures in compensation mechanism, giving full play of the tripartite initiatives of the nation, local government and enterprises, deepening the reforms in enterprises, providing social security, reducing the burden of universal postal service by compensation, improving the quality, are the important means to make effective the current compensation mechanism of the universal postal service.
