The Technical Optimization Of Open Government Data

The development of information technology has provided support for the open movement to penetrate into the data field.The data open movement has been widely developed and gradually extended to the government field.As the largest owner of public data,the government advocates the opening of original data and actively practices open data.Since the United States launched the government data opening campaign in 2009,more than 100 countries around the world have successively carried out the construction of government open platforms to establish national open platforms.Throughout the country,national open platforms have been included in the plan,and provinces and cities have actively carried out data opening practices,showing good development trends.However,there is still a large gap in the effectiveness of government data opening,and the level of data opening among regions shows different characteristics.The optimization of government data opening at the practical level has become an important research content.Scholars have conducted investigations at the macro and micro levels to build a three-level policy-platform-user research framework and improve government data opening from the perspectives of user needs and platform functions.Open technology is the foundation of data openness,which affects the way and efficiency of government data open practices.It is necessary to conduct research on government data open optimization from a technical perspective.Based on this,this article focuses on the government data open technology,gathered in the supply and demand interaction between data providers and data users,in order to achieve efficient data exchange between the government and users,to provide data users and users with convenient government data open service.First,the article analyzes the current development stage of China's government data opening through the network survey of provincial government data open platform,combined with the data open maturity model,and summarizes the current user demand for government data open.Secondly,it focuses on the analysis of the technology on the government data supply side,introduces Internet companies to compare the data open technology,and expounds the feasibility of the comparison between the two.Conduct case analysis of open data applications.On the other hand,it summarizes the similarities and differences in data openness between the government and Internet companies in terms of data structuring,data output and docking,and data applications.Found that the two have technical similarities in data output and docking.Finally,based on data demand and data supply status,a government data optimization path is constructed from four scenarios: data provider,data user,user,and data resource.Combining the open data application cases and technology comparison between the government and Internet companies,the government data technology optimization strategy is proposed from four aspects: interface opening,interface interaction,interface integration and platform construction.The optimization design is as follows:(1)Design of open government data platform based on cloud computing technology;(2)Design of REST interface based on Thrift framework;(3)Design of government real-time data interface based on OPC technology;(4)Integrated design of third-party interface based on redirection.With a view to building a standard open interface,it provides a method for government data open cross-level integration and third-party interface access,and provides inspiration for the opening of government real-time dynamic data.
