With the advent of Big Data Era,the governments of various countries have put forward the strategies and goals for the development of big data one after another,thus "open government data" has become a hot topic in the practice and academic research of national governments.In this information age of 'decision on data' and 'surfing the Internet with data',the meaning of existence of standardized data has become very important.Nowadays,data in the area of open government budget has been published,but there are still many problems in the published budget data.For example,the degree of openness is not completely transparent,the release format is non-machine readable,the published data is not normative and so on.All those problems make the opened government budget data multi-source heterogeneous which has no comparability,and then greatly reduce the citizen utilization rate of open government data.In order to solve the above problems,this thesis's work main includes:This thesis analyzed and compared the international open government budget data standard solution and application practices,including the US government's DAIMS data expenditure standard and XBRL machine-readable format,the EU's budget vocabulary and RDF machine-readable format,and Brazil's budget ontology model and Machine readable format with N-Triples.It introduced its data model,budget vocabulary and other elements,analyzed open features such as machine-readable formats,and extracted experiences and practices that China can learn from.This thesis investigated the release of government budget data in China and evaluated its openness.In order to solve many problems existing in the original budget data,a set of government budget data standard schemes in line with China's national conditions was designed.In this process,the government's budget-specific vocabulary was defined,which is data dictionary;following the ontology reusability principle,the ontology mechanism was introduced and the budget ontology was constructed,and the RDF formal coding was given to give full play to the unique ontology Domain,normative,formal and interoperability and other advantageous characteristics.This thesis completed the construction and release of the associated budget data according to the established standard framework of budget data,and realized the advanced process of converting the original budget data to the associated budget.In addition to implementing the steps recommended by Tim Berners-Lee's five-star standard model of associated budget,the original budget data was compared with the budget data that practiced the data standard to verify the significance of the government budget data standard.This thesis took Guiyang City as an example,selected the original data of government budget,and constructed an example of associated budget data.This thesis established the mapping of data to classes and attributes in the ontology model,used Protege tools to generate and verify RDF/XML format instance data,used SPARQL language to query budget data,and layed the foundation for the release of associated budget data.The purpose of this thesis is to design a set of standardized open government budget data which in line with China's national conditions and to apply the related data technology,so as to provide a feasible plan for China's government to further promote the action of open government budget data,and to provide a reference for the practice of open government data in other fields.
