China's Open Government Data Polic Y Status And Countermeasures

With the development of the era of big data and the information society,government data as an important asset is increasingly showing its importance.Open government data can generate huge economic and social value,and the policy is to promote open government data The strong guarantee of the movement,through the study of the open government data policy,expects to obtain the development trend and main characteristics of the open government data policy,etc.,to provide a reference for China's central and provincial governments to introduce and improve the open government data policy.This article discusses the development status of the provincial(municipal municipality)open government data policy.It analyzes the text of the 31 provincial(except Hong Kong,Macao,and Taiwan)open government data policies,and conducts word frequency statistical analysis of sample content through NVivo12 qualitative analysis software.Level coding analysis to study the latest and representative provincial open government data policies that have been introduced,and quote Rothwell's policy tool theory,which is divided into supply-based,environmental-based,and demand-based policy tools.The independent sentence is the basic reference point,that is,the first-level coding,and the second-level coding is summarized according to the similarity principle according to its theme and content.The final three-level coding summarizes the categories and categories that have been divided to generate tree nodes.On this basis,according to the three-level coding to reflect the key points and deficiencies of the current open government data policy,the qualitative method is used to quantitatively present the research of the policy text.According to the text analysis and research,it is found that the content coverage of the provincial(municipal government)open government data policy is relatively comprehensive,which basically covers the work planning involved in opening government data,and there are also some problems: there is still a lack of a system of government data resource catalogs.Issues such as sexual management,the lack of a complete open government data policy system,poor internal synergies within the government,and the imbalance in the use of policy tools,combined with relevant cases of local open government data policies,make targeted recommendations and strengthen the government The systematic management of the data resource directory,focusing on the external influence of environmental policy tools,strengthening the balanced formulation of overall policy tools,and the introduction of a special open government data policy,with a view to providing a reference for the improvement of the existing open government data policy.
