Nowadays,with the accelerating development of the international economy,in order to adapt to the needs of globalization and marketization,Chinese state-owned enterprises are also constantly deepening the reform of the cadre and personnel system.As a part of human resources management,the evaluation of leaders is also becoming increasingly popular.important.However,in state-owned enterprises,the annual evaluation of leaders is mostly based on the method of inspection and appraisal,subjective evaluation,lack of objective measurement standards and scientific analysis process,and most of the evaluation results of leaders are concentrated in Competent" grades,the role of assessment and evaluation has not been fully utilized.Enterprises need to actively explore modern evaluation methods and build a more scientific evaluation system.This topic starts with designing a new type of annual evaluation and evaluation index system for leaders,scientifically setting assessment indicators and scoring methods;then designing an annual evaluation and evaluation plan,using various project management tools to strengthen the process control of assessment and evaluation work.Effectively guarantee the implementation effect of the program;finally design an annual evaluation and evaluation system software,so that the new indicator system and assessment evaluation program can be operated efficiently and accurately,and the annual evaluation and evaluation of the entire leader is more scientific and modernized.In this paper,the key performance indicator method(KPI),brainstorming method,analytic hierarchy process(AHP),360° assessment method are used in the construction of the evaluation model.This paper uses the tools and methods of project management when designing and implementing the annual assessment and evaluation plan,and formulates the annual assessment and evaluation work through organizational design,scope management,time management,human resource management,communication management,quality management and risk management.The eight-step workflow process is elaborated in five stages: planning,preparation,implementation,verification,and closing.This paper designs and applies the annual evaluation and evaluation system software to comprehensively optimize the annual evaluation and evaluation work,so that the evaluation results are more objective and authentic,and further guide the enterprises to carry out training,selection,adjustment and appointment,incentive and restraint,etc..Through the research of this subject,we design and apply a new annual evaluation method for leaders,guide enterprises to innovate in management concepts and management models,and help enterprises to achieve the performance of leaders by establishing an efficient management model and management process.The test results are accurate and the results of accurate annual evaluations are obtained,which provides a scientific basis for subsequent targeted improvement suggestions for different subsidiaries and different leaders,and lays a solid foundation for the company to achieve long-term and sound development.
