Design And Implementation Of Performance Assessment System For Public Indicators

Performance management is a hot topic in modern government management,and it is a hot issue in our country.With the deepening of the reform of political and economic system,the government departments,especially in the national tax department,rely on modern electronic information technology to strengthen the performance assessment management,further improve the work efficiency and the maximum extent of the enthusiasm of the tax cadres,has become an important issue of the tax authorities.In order to meet the needs of the new period,the State Administration of Taxation has developed a set of performance assessment management information system platform.This platform is based on the analysis of the current situation of the State Administration of Taxation performance assessment management,through the use of object-oriented analysis and design ideas,the use of modern enterprise performance management,J2EE development platform,Struts framework,Spring technology,Oracle database and WebLogic server and a series of related technologies,the whole system is divided into performance plan,performance implementation,performance assessment,performance application,performance improvement of five functional modules,in the MyEclipse development environment using Java to achieve the whole system has been tested and test run,the system achieved the expected design requirements.Firstly,this paper analyzes the background of the project and the current performance management research status and problems,and then introduces the key technologies involved in the system development,on the basis of more detailed describes the system analysis,system design,system implementation and system testing of the performance assessment for public indicators of the State Administration of Taxation,the four part of the paper,the summary of this paper and the prospect of the two phase of the project.
