With the demand of building a service-oriented government, e-government development, performance management, information technology gradually by the Government’s concern, information systems, government agencies can greatly simplify performance management evaluation manual; promote the establishment of the usual evaluation mechanism; able tofacilitate multi-angle, multi-level evaluation; through the network to facilitate the exchange and sharing of information.This paper describes the background of the Guiyang municipal authorities performance management information systems and the importance of performance evaluation of various departments and units, as well as common performance appraisal method to analyze the performance appraisal experience and enlightenment in developed countries, the C/S the difference between mode and B/S mode, the traditional two-tier architecture, three-tier and three-tier architecture based on J2EE.In this paper, the the Guiyang municipal authorities in demand for performance appraisal, performance management systems network architecture design, the functional structure design, page processing process design, security design, and uses B/S mode. J2EE development platform for development, all units required for performance appraisal department maintenance, performance evaluation, usually documentary, performance score summary. The system has good maintainability and scalability, saving time, manpower and material resources, contributed greatly to the work of government performance management.
