Competition in the twenty-first century is the talent competition; business managers should find ways to improve staff's morale and performance, and the survival of the fittest. Enterprise performance appraisal is the process of employees'job performance evaluation process and is the key to corporate objective management and is an important part of long-term mechanism of workforce management. Performance appraisal as an effective way of business finding talents, play a oriented, leverage, assessment and stimulating role for the sustainable development of enterprises, it is not only to staff constraints, but also is the staffs motivation, so it is the core of the human resource management However, with the growing ranks of business people, staff performance appraisal become more and more complex, manual examination way not only creates a lot of wasting human resources and paper supplies, but also increases the probability of statistical error in the calculating process, and increases the difficulty of human resources management.Therefore,we must establish a suit of Performance Assessment System(PAS)with the help of network information, the modernization of Enterprise Management will be carried on reasonably and effectively. In order to adapt to the needs of the times and to enhance the transparency in assessment, GoeTek Inc needs to establish a computerized PAS to improve work efficiency urgently.This paper, what based on the theory of highway performance assessment and information management systems of human resources, combined with the actual needs, is developed on an advanced Microsoft. NET platform. Front-end using ASP.NET web interface design; back-end database using SQL SERVER 2000 technology to do a deep research on performance assessment issue,in order to design a set of PAS for GoeTek Inc. And after system analysis, platform architecture, database design, system design, and functional modular design to develop a full support of PAS in highway business.In the database design, the permissions to users, which based on their responsibilities could be distributed flexibly, to ensure the system operation safety and reliability. The highway system in practical application of the company shows that the study results saved manpower, material and time. avoided human error statistics maximally, simplified workflow, and improved work efficiency. The results can be obtained for other highway performance management system for reference.
