To further reinforce the operation, supervision and administration methods of China Railway Investment Co. (CRIC), to raise the level of modernization management, to improve work efficiency of Human Resource Management of CRIC. And it becomes an urgent project to establish an information system, in order to transfer functions such as information gathering, submission, management, and assess to LAN. Nowadays many enterprises built information network ,but there are still some problems about the network, such as lack of pertinency, and standards. This paper focuses on the existing problems of performance assessment considering about the actual situation and implementation of OA information handling system of CRIC , designed performance assessment system for CRIC after investigating the current situation of performance assessment system of human resources management for China's state-owned enterprises.This project studies the safety, distributed management and performance optimization of Oracle database and the technology of java webserver thoroughly, and then carries out an implementation method, and applies it in practice.The performance assessment system of human resources management for CRIC is nearly complete; it has very good performance and meets the requirement of human resources management of CRIC. This system will release users from the heavy work flow of human resources information collection and make their daily work being changed to a new way.This system has the following performance: 1) Implement all-directional assessment;2) Use B/S framework which has good performance at maneuverability, maintainability, and easy to update software, avoid potential safety hazard;3) The system keeps some original working method, so it can be easily spread and implemented;4) The system avoids repeat data and junk data.The development and usage of this system will meet the requirement of human resource management of CRIC greatly, and bring good social consequences.
