Vulnerable groups is a concept that was used to analyze unfair distribution of the modern society economic benefits and social power, social institutions uncoordinated and irrationalness. It is a social phenomenon that exists in any society, any time. In China the "vulnerable groups " concept was been put forward for the first time in Premier Zhu Rongji's government work report of 2002, and then it became the focus of attention in recent years. As China's national conditions, the unsound social system and legal gaps in the reform and opening up, some people undertake the price in social transition. They are at a disadvantage in the political, economic and spiritual life and become vulnerable groups. At present the scale of China's vulnerable groups is large and the number of them will rise soon in the short term. For the smooth progress of reform and opening up and building a harmonious society, the state must take the relevant systems and measures to address the problems of vulnerable groups.Helping the vulnerable groups out, it needs the joint efforts of the whole society. This social welfare project related to the health sector, the legal aid sector, social security and so on. As a government-funded social welfare undertakings, public archives are responsible for fair information acquisition and distribution of citizens, providing information assistance for vulnerable groups, eliminating the "digital divide" and with advantages in resource, region, talents, Public Archives are necessary to participate in this social welfare project. Base on analysis of constitution, characteristics ,current situation of vulnerable groups, the thesis elaborates necessity and feasibility of information aids from public archives in public characteristics, information fair, sustainable development in theory and details the advantages of public archives in information assistance. In addition, we also have a clear understanding that public archives will encounter bottlenecks in information aids. This article focuses on public archives of the system construction in information assistance, including the legal system, cooperation mechanisms, evaluation mechanisms and so on, and taking specific measures, such as "people-oriented" service concept, providing individualized service for vulnerable groups of different information needs, humanized buildings and facilities. Finally, the paper discusses evaluation system construction of information aids. Because assessing information service, it not only helps to analyze the actual results achieved and social benefits after implementing aids, but also provides a good basis or future work.Paper is divided into six parts:the first part introduces the topic of the research situation and significance, research innovation, the thinking of research and research approach; the second part describes the concept of vulnerable groups, classification of vulnerable groups, vulnerable groups realities, and the notion of information assistance; the third part discusses the necessity and feasibility of assistance and bottlenecks in implemention; as the key of this paper, the fourth part details innovative system construction on information assistance and the specific measures to be taken; the fifth section studys how to establish the assessment system and how to evaluate information aids work rationally; the sixth section is the conclution of the thesis and summarizes the main thought of the paper.
