Public Library Services For Disadvantaged Groups, The Status Quo And Countermeasures

With the quicken process of constructing the harmonious society, social disadvantaged group have became the object that our government highly attentions. To protect the interests of disadvantaged groups is the embodiment of our nature's key target of constructing the harmonious society. In view of the poor cultural life that disadvantaged people are now in, public library has the responsibility and obligation to improve the cultural life of the disadvantaged groups and should contribute a force for protecting their cultural rights and interests.This paper mainly studies the basic situation of China's public library serving for disadvantaged people and analyzes the achieving and problems in the aspect of our public library serving for disadvantaged people. Moreover, based on a lot of literature research and field survey, this paper analyzes the factors hindering the disadvantaged people using the public libraries., and puts forward the recommendations which are adequate for the public libraries serving for the disadvantaged people.In chapter one:It introduces the background and the current situation of research, then, defines two concepts of "public libraries" and " disadvantaged people ", and expounds this topic research purpose, significance and methods. In chapter two:From the viewpoints of library science and the sociology, this paper sorts out the theoretical basis of the public library serving for the disadvantaged people. In chapter three:According to the literature research, summarizing the research achievements and problems on public library serving for disadvantaged people in the current, Then, putting forward a inference which the average level of public library serving for the disadvantaged people is relatively low. To test this inference, we do a comprehensive analysis on our provincial/municipal level per capita stock of public libraries, the provincial/municipal level the public library's readers and the total population ratio, the provincial/municipal level per capita stock of public library's readers to educe the overall level of Shandong, Hubei, Chongqing in library development is closer to the average level of nationwide, so we conduct a field survey to part of disadvantaged people in Shandong Province on their library use rate.The result is not only validate our inference, but also shows that many barriers elements disadvantaged people have faced when they use the libraries. Finally, according to literature survey results and the reference to the conclusion of the field survey in Shandong Province, this paper further analyzes the main factors which impact the disadvantaged people to use public libraries. In chapter four:Against the barriers factors raised in the above, we are from the viewpoints of government, library, and the disadvantaged people themselves to come up with some corresponding measures to promote the library to provide better services for disadvantaged groups. Finally, the paper makes a comprehensive summary, analyzes the research innovation points and deficiencies, prospects the public libraries in our country serving for disadvantaged groups.Study features:First, in this paper, this paper is through analyzing the average level of public library serving for disadvantaged groups to reflect the overall situation of public library services; Second, this paper synthetically summarizes the research results of domestic and foreign scholars in the public library serving for disadvantaged groups; Third, from the viewpoints of government, library, and disadvantaged groups themselves, this paper puts forward some service measures for disadvantaged groups.
