Research On The Evaluation Index System Of The Norm Allocation Of Users' Rights And Obligations In Public Library

Promulgated at present,there are few systems and regulations related to the allocation of users' rights and obligations in the field of Library in China.Therefore,there is no relevant legal support and normative basis in the process of norm allocation,so that the current level of norm allocation is uneven.Therefore,it is necessary to establish a set of perfect evaluation index system of norm configuration to evaluate the current situation of norm configuration objectively and concretely.In order to understand the specific situation of the current norm configuration,and then optimize the whole process of the norm configuration systematically.The author divides the construction of evaluation index system into four steps:the first step,the selection of evaluation index.The author starts with the following four aspects to complete the selection of primary evaluation indicators :(1)to conduct statistics and collation of the evaluation indicators in the literature related to "policy evaluation";(2)To extract and summarize the evaluation indexes in the relevant literature of "pre and post evaluation of legislation";(3)summarize the current scholars' views on the norm allocation of library users' rights and obligations;(4)this paper combs the domestic and foreign policies,regulations and other normative documents related to the " norm allocation of users' rights and obligations of Public Libraries",and carefully understands the specific rights and obligations granted to users by current laws and the obligations that users should abide by.The second step is to construct the primary evaluation index system.Through the combination and collocation of the selected indicators,the author constructs a set of evaluation index system from three dimensions of "standard formulation","standard content" and "user supervision".The third step is to use the Delphi method to improve the evaluation index system.The author selected 11 scholars in this field,(including library curator,librarians,university professor)to primary grade evaluation index system,modify and optimize the index system one by one,and finally get the evaluation index system with "basic standard","content" and "user" as the primary index and 14 secondary indexes.The fourth step is to calculate the index weight.The author uses AHP to calculate the weight value of each index.In the application of the evaluation index system,the author selected threelibrary with different levels of scale,(A provincial library,B city library and C District Library)for evaluation,this paper expounds the current situation of norm allocation of rights and obligations of each library,and puts forward specific suggestions on the improvement direction of norm allocation from three dimensions of "basic standard","content" and "user".It has the following significance to study the norm allocation evaluation index system of public library users' rights and obligations: On the one hand,it can promote the smooth development of the norm configuration evaluation work,find out the advantages and disadvantages of the current norm configuration,so as to modify and improve it pertinently;On the other hand,the construction of the evaluation index system can provide reference and basis for each library in the process of configuration specification,and promote the improvement of norm level.In addition,it is beneficial for the government and the public to supervise the public library.
