Design And Implementation Of Online Performance Evaluation System

Performance evaluation is a mode innovation of the government management and the deepening and breakthrough of government reform.Team's vigor and vitality have been inspired effectively by high starting point planning,high standard implementation and reasonable using of the assessment results,which promote the development of public security work,nice and fast and significantly enhance the satisfaction of the people.However,there are too many performance evaluation projects of public security sector,the key index system design is not perfect,the whole process of evaluation is not transparent and assessment system lacks platform tool support.It is difficult to adapt to needs of shift the focus of public security work in different periods,institutional changes in the organization and flexibility to adjust the assessment the project.Therefore,to maximize the timeliness and fairness of assessment work and the quality and efficiency of assessment with the aid of informationization,further play the guiding,motivating and promoting role of public security work in performance appraisal,establish a service,efficient and uncorrupted government image become an urgent problem.The online performance evaluation system proposed is to meet this need.Paper's main work and contributions are as follows:This paper based on public security comprehensive management services platform,relying on an enterprise service bus to build the overall technical architecture,based on a view of the J2 EE specification,model,business logic control multi-layer separation MVC Layer architecture,built the performance appraisal database of which the object,group membership,indicators system,the resulting data as the main content.Oriented by information collection,maintenance,use and assessment process management,it implemented seven main functions include assessment plan management,assessment data collection,assessment implementation classification,supervision and guidance services,assessment results release,performance records generation and performance analysis application.And adopt the instrumental assessment mode,build applications and services toolset supporting performance appraisal system,including qualitative and quantitative assessment,inspection and supervision,comprehensive evaluation and other tools,support flexible combination,form personalized intelligent assessment program,to ensure that performance appraisal adapt to business needs of the shift of focus of public security work in different period and the timely adjustment of assessment projects.Since the system put into operation,it can ensure the data accurate and reliable,stable running,convenient operation,management is simple,easy to maintain and upgrade.It has reached the expected requirement,the public security organ in the entire province to realize the informationization,intellectualized unit online performance appraisal,greatly improve the inspection efficiency,improve the transparency and impartiality of the assessment.
