Personnel evaluation is a process that human resources experts test the specific content of talent testing quantitatively, and then identify and judge the person ability under a certain level in qualitative way. Employees' talent evaluation make employer have a better overall understanding on the performance and competence, and rational allocation of human resources to achieve the most optimal use of personnel. But talent evaluation is a very complex process, requiring integrate all the factors. The existing talent evaluation methods, such as standardized tests, structured interviews, scene simulation, performance evaluation and other methods are not comprehensive or complete solution to talentevaluation.Performance management as a core component of human resources management andas a part of business management activities, its fundamental aim is to break down the enterprise strategic objectives to individual employees. Through individual staff performance management , proving and increasing their overall performance, to reach or achieve enterprise strategic plans and long-term goal.Having analyzed and studied the methods, strategies, technologies and standards of talent evaluation, we built a performance management model. The personnel evaluation system based on performance management model is made up of performance evaluation subsystems and quality appraisal subsystems. It combines performance evaluation and enterprise objective managements; and integrates performance evaluation and individual staff objectives; and integrates quality appraisal and personal development; and also integrates the individual staff objectives and enterprise strategic goals, to build a dynamic performance management systems and performance standards system, to maximize organization objectives to meet the characteristics and needs of enterprise performance management.
