Supplier management is an important part of enterprise quality management, forenterprises to reduce costs, an important measure to improve the comprehensivecompetitiveness of enterprises. Through the construction of different levels of differentlevels of the enterprise resource platform, through the construction of different indexsystem, strengthen the supplier selection, the establishment of supplier alliances, acomprehensive evaluation of thesuppliers, to achieve the survival of the fittest. In thenew environment, the establishment ofsupplier management system, can providedecision support for selecting for the purchasingprocess and supplier, provide the basisfor the supplier evaluation management.For the development of enterprises, purchasing management is an indispensablelink, especially for real estate enterprises, apart from the land cost, purchasing cost isthe total cost of all kinds of materials, sixty percent are in the process of building, sothe real estate enterprises will be more emphasis on procurement management,effectively reduce the cost of enterprise through the control of procurement the cost,increase the profits of enterprises, improve the competitiveness of enterprises in realestate. Due to the special nature of the real estate industry, from the acquisition ofland to the construction process to launch the tenants are inseparable from the supplier,so for the real estate industry is to strengthen the choice of suppliers, ensure supplierquality selection of high quality and low cost. Therefore, in order to evaluate thesupplier selection and management of real estate enterprises, an urgent need toestablish a set of accords with the national conditions and the actual needs of theReal Estate Company selection and evaluation of supplier management system.According to the enterprise’s management process, set up different suppliermanagement scope, classification, cooperation level, cooperation level and nature, tosupply varieties were strictly limited, the supplier management to realize the multi angle and multi-level, open channels of cooperation to strengthen the external suppliers,control the supplier information management and supplier development introduced,strengthen communication and timely purchase transaction information, timely feedbackand supplier performance results and rectification requirements, improve the level ofinformation and timeliness requirements of supplier management. To solve thefollowing problem: through the establishment of supplier management system supplierdata information could not be shared, a lot of information failure; meet therequirements of the small number of suppliers in different construction projects, thisphenomenon is particularly prominent; there is no effective supplier credit andperformance evaluation measures; for material procurement process, single inquiry thewhole way; materials procurement efficiency is very low, the cost is very high.This study is the detailed design and implementation of the establishment ofsupplierevaluation system and supplier evaluation module. The system Microsoft based on.NET framework, using the ASP.NET software development system. The database usedMicrosoftSQL SERVER, not only the large amount of data, and data security isguaranteed, are veryconvenient for data management and maintenance. Using PKI/CAtechnology in the aspects of system security design for the system to provide publickey encryption, authentication,network key management, digital signature and nonrepudiation service based on informationsystem security. According to the technical routeof system key work and system, logical framework analysis system from top to bottomin turn divided into presentation layer, business layer, data layer, base layer four structurebased environment. Quasi six module constructionsupplier management system, includingsystem management module, supplier informationdatabase management module,management module, supplier early evaluation of supplier performance evaluationmodule, the supplier evaluation process management module,supplier late evaluationmanagement module six modules. The detailed design of the paper research contentmainly involves6function modules and the realization of the process.Finally, after thesystem is designed, using professional software, complete with system test process, toensure the system on-line implementation.Through the design of supplier management system, has realized to establish themanagement system, the supplier information database establishment and the supplier evaluation system, to enable the company to assemble more suppliers of resources,services for the company; at the same time to speed up the selection of supplier’sspeed, improve theprocessing efficiency of procurement and cooperative pipe; selectionof better suppliercooperation, achieve a win-win objective; and through the informationsystem and save manpower and material resources and capital investment.
