| With the increasing expansion of political,economic and cultural exchanges with the outside world,the number of overseas people who come to visit,study and work in Wuxi City has been increasing year by year.In the first two quarters of 2015,the number of temporary overseas residents in Wuxi City reached 200,000,while that of permanent overseas residents has been hovering around 10,000 every year.Therefore,how to manage overseas residents in a reasonable and efficient way is a problem that the Exit and Entry Administration of Wuxi Public Security Bureau has been thinking about.From the nationwide perspective,only cities such as Beijing,Shanghai and Guangzhou,where overseas people abound,have constructed complete management systems for them.However,because policing models and working demands vary from city to city,there is still a large disparity between these systems and the actual demands in Wuxi City.Based on analyzing the present situation of the existing management informatization for overseas residents in Wuxi City,this paper aimed at establishing a clear,reasonable and efficient overseas resident management system of government affairs by adopting the design model of Business Process Management(BPM).The system adopted B/S structure to improve its scalability.Besides,distributed BPM was used to realize business process management and lay a cross-application integration foundation for the following system construction.In addition,ESB technology was employed to guarantee the communication,interconnection,extensibility and security of the system,which greatly simplified its connection with other application systems of Wuxi Public Security Bureau.The system realized several core functions of overseas personnel management,including temporary residence registration for overseas people,visa application information downloading and circulation for permanent overseas residents,check&feedback and prompt in visa expiry.This system has characteristics as follows.1.Data are automatically distributed,which improves working efficiency.After the system downloads the data from the provincial bureau,it would automatically distribute the data to the corresponding local police stations where the data belong and the system offers real-time review on the distributed data.2.The business would be supervised throughout the whole process to improve the working quality.The system offers main business states without the necessity for jurisdiction from management layer,at various levels including the municipal bureau,local police stations,policing areas and police.It aims at supervising all nodes of main services at various levels and steadily improving the quality of overseas resident management.3.The clear and real-time data ledger enhances management quality.The system offers the real-time ledger of the permanent overseas residents which has no necessity for jurisdiction of the management layer,at various levels including the municipal bureau,local police stations,policing areas,police to provide data support for management at various levels.4.The system strengthens daily management and makes real-time dynamic supervision.It offers the function of managing the permanent overseas residents on a daily basis,which provides an effective method for grass-root police at the front line.Through functions such as daily visits and check&review,it could get hold of the related information of permanent overseas residents and reflect their individual states in time,which lays a foundation for the municipal bureau to make real-time supervision on permanent overseas residents in Wuxi City.At present,the system has been put into operation.Judged from the operation result,the development of the system has reached the expected goal.On the one hand,it provides data support for management at various levels.On the other hand,its application tremendously simplifies the work of grass-root police and greatly improves their working efficiency. |
