The increasingly development of economic and technology, driving the rapid development of various aspects in the society, system of higher education is facing a new round of reform, so the improvement and innovation of higher institution personnel management system plays an important role. Modern personnel management system is based on three major technology, network technology, information technology and computer technology, which are the foundation and premise of the system. The construction of the personnel management system has brought unprecedented change and contribution for the personnel management of colleges and universities, promotes the university personnel management scientific, modernized and normalized management, greatly improving the efficiency of personnel management in colleges and universities.The existing mature computer technology and the actual needs of the personnel management of colleges and universities about the present development situation at home and abroad completed are considered when the system is analyzed and designed. The system considers the daily needs in college and university, the convenience and interoperation of management people. The system can not only provide good experience requirements, fully functional at the same time, but also meet the requirements of almost all institutions of higher learning in personnel management. The system is accurate in the aspect of data processing, and can provide the precise analysis result, enhance the efficiency of personnel management work in colleges and universities. The new system promotes the development of the modernization of personnel management in colleges and universities.This dissertation combined with the actual situation of college personnel management work, focuses on the personnel management of the relevant business processes, then the new system is described and analyzed. The use of business process diagrams for auxiliary is used to complete the system architecture design, concluding each function module, The SQL Server2000database is used as the backstage database system, to ensure the security of data storage, effectiveness. The system which is analyzed and designed again can bring great value for the personnel management of colleges and universities, and can solve all the problems of the daily management, such as Basic information management, raining development, attendance, Evaluation and Assessment Management, Title Management, improve the effectiveness of the management.
