Nowadays,a lot of emergencies happen in daily police work.As a result,it is very necessary to use limited resources reasonably,and respond to these emergencies effectively.Considering the emergency police system is still under startup step of construction,the response speed and cooperation among departments still has many deficiencies.Also,it is a little simple about communication between administration center and staff stationed or on spot.Especially when processing events,there are a lot of problems in staff arrangement,emergency plan selection according to actual situation or task distribution.Furthermore,it is also difficult to supervise the actions of staff and processing state of emergencies.In this paper,we choose semantic similarity match algorithm to improve the efficiency of emergency handling,enhance the communication between the actual scene of emergency and system command center using mobile communication technique,track emergency handling progress in time and solve the emergency better.Firstly,Enhance the analysis of unexpected emergencies,construct contingency plans selection model and use the similarity method for screening the contingency plans for unexpected emergencies to ensure that the treatment effect of emergency events.In the initial stages of the occurrence of the unexpected events,according to the initial description of unexpected events,select the contingency plans;When police officers arrived at the scene in time,they can make a lot description of the emergency event with more detailed and effective,The system selects more fit contingency plans,and timely interacts with the on-site police officers to improve the treatment effect of the incident base on the latest data of the emergency incidents.In this paper,analysis of team-building work in the actual needs deeply,include workload balancing needs and respond to the needs of different tasks and other needs intelligence.Combine with a temporary team building workflow and incident handling work characteristics,build temporary group,set up system Model.According to the comprehensive evaluation information of police officers,there are many plans to choice,according to the provided programs,it can make sure the police try to ensure balanced use of human resources within a certain time,also ensure that the police exuberant vitality of staff.It can find the treatment plan based on emergencies by semantic similarity matching algorithm and set up emergency response team through AHP selection algorithm quickly,which can facilitate the efficient handling of emergency incidents police officers.At the same time,developing a mobile App can make the police personnel contact with the control center in real-time sharing of data,so reaching significance of mobile police.
