Optical fiber communication technology has become important pillar of modern communication. As one of symbols of world’s new generation of information technology revolution, optical fiber communication technology has become the main transmission medium for a variety of diverse and complex information in modern information society, it played an important role in the modern telecommunication networks, and changed the whole appearance of information network architecture deeply and widely, showing the world its infinite good prospects for development. With the constant construction of optical networks, emergency plan of communications cable interruption has caused the attention of more attention and study.The main work in this paper accomplished by author include:take communication optical cable interruption as the research object, respectively using methods of questionnaire, expert interview method, qualitative analysis and other methods, deeply analyze the mechanism, development mechanism and evolution process. The author adopts questionnaire approach, and works out the weighted value of the three factors that influence communication optical fiber cable interrupt event infection density, and structures the digital model of communication optical fiber cable interrupt density through different ranks of these factors. Through this digital model, the author can make a qualitative analysis and assessment of optical fiber cable interrupt event. According to volume of business and business characteristics, the digital model related to emergency response can be structured, which can help to provide theoretical foundation of different ranks of executing emergency response treatment measures for enterprises, and provide priority to emergency repair. This digital model combines the physical truth of the network operation of Beijing Telecom, makes discussion of classification measures of emergency response, and finally forms contingency plan frame system of communication optical fiber cable interrupt belonging to Beijing Telecom Company.Through the research of emergency response s and digital models of optical cable break off criticality, enterprises are able to qualitatively analyze the criticality of optical cable break off accidents, or they can make different emergency response measures of different levels according to their digital models. It’s good for them to elevate emergency rescue level and reduce emergency response time, reducing the cost brought by optical cable break off accidents to maximum extent. This research subject is operable and can be utilized widely in practical work. Also, it’s greatly helpful to me to participate in making communication optical fiber cable emergency response plans of Beijing Telecom.
