With the rapid development of the economy and the continuous intensification of market reforms,in order to remain invincible in the fierce competition,companies need to have a comprehensive understanding of operating performance to grasp their operating environment and financial status.Performance management is one of the most important procedures of corporate operation.Therefore,a scientific and effective performance appraisal system is very important for the company.At present,the widely-used performance appraisal tools are the balanced scorecard and the 360°performance appraisal model.However,these performance appraisal tools merely have single appraisal index without considering team-level effects.Besides,traditional performance appraisal models focus on the restraint and management of employees,failing to directly promote performance improvement or achieve cost-effective management.“Amoeba” refers to a single protist in Latin.Its biggest characteristic is that it can change along with and adapt itself to the external changing environment.Amoeba Management Model is a new business management method created by Mr.Kazuo Inamori from Japan.It injects the characteristics of “amoeba” into the operation of enterprises to promote enterprises' continuous changes as the external environment changes.In Amoeba Model,an entire company is divided into many small organizations called amoeba.Each small organization acts as an independent profit center and operates independently.Amoeba's performance evaluation is very different from traditional KPI evaluation.In the traditional performance evaluation system,employees pay attention to self-interest and the completion of self-evaluation indicators.If the indicators are not designed properly,company profits will still decrease even if employees' salaries keep increasing.Amoeba's performance evaluation is centered on business efficiency,and each amoeba department is responsible for achieving its own the profit target.Therefore,in addition to additional sales,cost and time must also be considered to promote the increase in the profit per unit time of the amoeba.It can be seen that the amoeba unit is not only a time accounting system,but also a powerful performance appraisal method.Therefore,the Amoeba model has gradually been more and more widely used in corporate management as an important tool for performance management.YS is a state-owned backbone cultural enterprise,officially listed for operation in July 2008.The company is mainly engaged in the construction and operation of radio and television networks,data broadband services,digital TV value-added services,and the construction of big data center rooms and systems at all levels.In recent years,the entire radio and television industry has been fiercely impacted by the development of new media industry.As a leading enterprise in the industry,YS has established a project management department,attempting to refine the geographical attributes of the business.The company's project teams are subordinate to the project management department.They are mainly responsible for the marketing and sales of 13 cities in the province.Each team is responsible for all businesses in its own region.Its performance is an important part of the company's profitability.Therefore,the performance of project teams are positively correlated with the overall performance of YS.A good performance appraisal program is helpful to achieve the strategic goals of the enterprise,and it is the top priority of human resource management.Currently,YS Company utilizes the Key Indicator Method to carry out performance evaluation under Amoeba business model.However,YS did not fully grasp the concept of the Amoeba business model when it was introduced in the first place.Thus the performance evaluations system did not get corresponding adjustments,and the current existing performance appraisal system could not match the Amoeba model or truly reflect the business performance of the company.This thesis sheds light on the amoeba model and explores the problems of the performance evaluation system in YS as follows:(1)The formulation of the performance plan lacks specific job pertinence;(2)The performance appraisal indicators are unscientific;(3)The appraisal results are not clearly applied.At the same time,the author conducts a questionnaire on the project teams about their opinions on the performance evaluation system,trying to understand the root cause of the problems in the performance evaluation system.Based on the current problems and characteristics of the amoeba operating model,this article attempts to design a scientific amoeba performance appraisal plan for YS,redesigning the company's performance appraisal indicators,methods,and results,etc.The focus of the improvement measures are as follows.(1)To scientifically determine the goals of performances;(2)To optimize the key performance indicators;(3)To clearly state the performance appraisal cycle;(4)To establish the feedback mechanism for appraisal results.Only through those ways can the enthusiasm of project members be improved,the teamwork capabilities be strengthened,the team efficiency be enhanced,the customer satisfaction be improved,labor costs and final costs be reduced.In addition,this article also clarifies the safeguard measures for the sustainable development of the performance appraisal system.The design of the performance appraisal plan should fully consider the internal and external influencing factors of the enterprise and should be closely related to the corporate strategic goals.It should pay attention to the collection of performance appraisal information,the clarification of the responsibilities of the performance appraisal organization,the establishment of the performance appraisal related systems,and the enhancement of the performance-led corporate culture.This thesis uses YS as a research case to explore the combination of performance appraisal and the amoeba model,establishing a scientific and effective performance appraisal system.It clarifies the safeguards required for the operation of the scientific performance appraisal system under the amoeba business model,with a view to matching the performance appraisal system to the company's operating model,hoping to promoting the company's operating performance,and maximizing the profitability of YS.In addition,the results of this research,which has certain reference value,also provide suggestions on the construction of a performance appraisal system for other companies trying to introduce the amoeba business model.
