Production processes are always complex with dangerous raw material and products in petrochemical enterprises. Once an emergency occurs, it will lead to serious damage. Emergency plans are instructors for emergency response. How to take full advantage of the emergency plans and organize emergency rescue quickly has become a study hotspot. Text is the main form of information in emergency plans. The emergency response procedures are described in the information management system with workflow models, which is beneficial to recognize event information, call the emergency plans and make emergency decisions. Icons have the features of intuition that improve the visualization of workflow of plans and the interactivity of emergency processes. The main contents are as follows:(1) Based on the existing emergency plan system in petrochemical enterprises, the method to structure the emergency plans is proposed. The various elements of emergency plans are formally defined, which is not only conductive to describe the static information in plans, but also conducive to express the dynamic informati on in the different levels of emergency process rationally. Therefore workflow models for different levels of emergency processes are established. The emergency response process is divided into a plurality of sub-workflows, which can express the transition conditions of emergency workflow.(2) According to the needs of structured expressions of emergency plans, icon design criteria for the elements of emergency plans are proposed. By combining the iconic elements of the emergency plans and workflow models of the emergency process, the method to express emergency plans with icons is proposed, which helps the participants perceive the situation of accident. Moreover, the visualization of the rescue process is accomplished. The evaluation criteria of iconic elements of emergency plans and iconic emergency workflow is studied, which is helpful to evaluate a part of emergency plan database in this article.(3) In order to solve the issue that ambiguity and difficulty in enforcement exist in comprehensive plans while making emergency decisions, the method to call the emergency plans based on similarity degree is proposed. For a fully exercised plan in operational level, the matching plan is called directly according to the similarity degree. For a comprehensive plan, the workflow of an emergency plan in operational level is generated based on the resource constraints, which provides decision-making for the emergency commander and executor. The effectiveness of method is demonstrated by the fire emergency case.
