In China, the arrival of the annual unconventional emergencies bringsinestimable economic losses and casualties, In a sorts of unconventionalemergencies, public health emergencies is take more harmful and most closelyrelated to human health. Since the2003SARS epidemic, China began to attachimportance to the unconventional emergency management system construction, andhas made lots of certain progress. However, due to a late start in the informationtechnology and Emergency Management System, there is a large-scale dataprocessing problem, poor coordination between departments, the lack of acomprehensive system of collaboration involves multiple departments emergencyManagement processes in a unified manner. Cloud computing is an newly emergingcomputing system, it has a high degree of reliability, scalability, computing powerand features, this paper is built on a specific scene of large-scale epidemics, aroundspecific emergency management process, research to bulid a cloud computingenvironments under the emergency Management system.The Paper start from explore the unconventional emergencies eventcharacteristics and information dissemination features, the main content is:(1) Analysis on the different levels of existing emergency managementframework, the purpose is to find out emergency management generalcharacteristics. With the backgroud of occurrence of large-scale sudden epidemicdiseases, depth of excavation epidemics and emergency management features, doresearch on emergency management cloud computing environment data storagemode.(2) Hadoop cloud computing framework based on the different level foremergency management. The paper design a general Hadoop application modelbased on multiple data sources of the emergency data storage scenarios based onthe the Hadoop emergency management cloud storage system. Effective in storagewhen the large-scale sudden epidemic diseases data occurs. (3) Extract from a management perspective from emergency management inkey business processes, its UML modeling analysis, the final design of the businessprocess model under the cloud computing environment, the use of the Hadoop nicedata log processing capacity of unexpected events occur generated when thelarge-scale data for rapid processing and analysis, to support emergencymanagement data analysis and publishing process. In the last instance use theSARS outbreak as the application background, around the epidemic course of theinvestigation of the Center for Disease Control, the Pig data platform for dataanalysis applications.
