Preschool children have the ability to receive reading in psychological and physiological aspects.Reading can bring immeasurable beneficial effects on language acquisition,early reading and writing ability,sensory development,mental health and other aspects of preschool children.Preschool children should be one of the important and special service objects of public library.In the 19 th century,British and American public libraries began to provide reading services for preschool children.After more than one hundred years of development,they have achieved great success not only in the whole country,but also in the world.Their successful experiences are worthy of reference for Chinese public libraries.The paper uses the method of literature research,network investigation,comparative analysis and other methods.Firstly,the concept of pre-school children and pre-school children's reading,the theory of early education and the provisions of public library on pre-school children's reading service are expounded.Secondly,according to the International Federation of Library Associations and Institutions(IFLA)promulgated Guidelines for Library Services to Babies and Toddlers,from the mission and goals,special collections,service facilities,partners,professional,service activities,evaluation and management of seven aspects of research,the paper analyses the current situations of British and American preschool children's reading service in public library.In the comparative analysis,the differences are not obvious,so the paper mainly summarizes the common characteristics of the two countries' libraries,including strategic importance to pre-school children,paying attention to safe and convenient service facilities,and having various service activities,etc.Furthermore,based on the actual condition of preschool children's reading service public libraries in our country,comparing the contents of the British and American public library pre-school children reading,the paper analyses the preschool children in the public library reading service in China from the service object,special collections,partners,service facilities and personnel and summarized the gap between our country and the other two countries.Although preschool children is still on the verge of a public library service main body status in our country,such as insufficient special collection and lacking of cooperation partners,through the library of jiangsu "reading baby plan",the shenzhen library "happy reading 365-reading together with your kids ',our country public libraries are actively exploring ways of preschool children's reading service.Finally,to help the development of preschool children's reading service in public library in China,aiming at the shortcomings of the itself,combined with the common characteristics of British and American public library,the paper puts forward the corresponding strategy,and mainly includes increasing preschool children's reading service consciousness,riching resources suitable for preschool children to read,extending pre-school children reading partners,setting the preschool children's reading zone,promoting children's librarians professional service ability,improving the quality of preschool children's reading activities,developing the potential of preschool children's family reading,setting up a corresponding evaluation system.
