In recent years,the software industry is stepping into the stage of innovative iterations and big waves with its rapidly development.With the implementation of the "Fang Guan Fu" reform by the Chinese government,the procedure and power of government departments have been simplified and decentralized.For the convenience of the people,the enforcement of scientific law,and the efficient management,government software correspondingly spring up,thus a huge government software market came into being as an effective tool to improve working efficiency.The new market requires higher product quality and production efficiency,putting higher demands on software development companies.In this unprecedented challenges brought by fierce competition,only the stronger survive.In the real society,however,due to fierce market competition,software development companies that focus on the development of commercial software,have established a relatively complete management mechanism in their process of growth and exploration,with mature project management processes and methods.But many companies,that focus on development of government software,due to various reasons,still have many problems,such as non-standardized company management and unscientific management.The endless extension of the government software projects and no cost in the past caused a prominent problem that some company did not pay the enough attention to the project schedule management.Under the new market advantage,poor management and low efficiency only brings weak competitive advantage and loss of business opportunities.The lack of scientific management of software project schedules affect deeply to the future development prospects of those companies.Therefore,the project schedule management to software development is of great significance to the success of software projects and the survival and development of software development enterprises.Using the literature research,surveying research and case studies to explore applicable techniques to the progress management of government software development projects.Compared to CPM,PERT,and CCPM,,and conducted research and analysis on the problems of K company's previous project schedule management,the paper found that,in the process of exploring theory and practice,the traditional project schedule management technology has certain drawbacks,especially when the software development project schedule management takes human factors and resource constraints into consideration.But the CCPM takes human behavior factors and resource constraints into consideration,so when formulating the project schedule,it takes into account the constraints of resources,and sets buffers to mitigates the impact of uncertain factors on the project schedule,which can better overcome the problems of resource conflicts in the project schedule management and the prolongation of project schedules.It is a schedule management technology that applicable to government software development projects.As a government software development company,K Company undertakes the"Double Random and One Open"law supervision software of W City(refers to WG software in the text).This paper,taking this company's project as a case,using the CCPM to carry out scientific management of the progress of the project,to consider the constraints of the inadequate software developers on the progress of the project,to allocate rationally personnel tasks and time,and to balance the human resources conflicts of the project;According to the characteristics of the government software development project,from the basic,improved,comprehensive and other types of buffer calculation methods,the comprehensive evaluation algorithm is selected as the suitable buffer calculation method for the project to add buffer zone to the project plan and monitor the buffer zone.The improvement in the progress management of the project were achieved through the planning and control of the project schedule.The project duration was shortened from 87 working days to 66.4 working days.After the research on the progress management of WG software development project,the thesis sums up the useful experience of CCPM in the progress management of government software project development,which could be applied into similar projects in the company to improve the project completion rate and project management level,and to provide a reference for the progress management of more government software development projects.
