China is the world's largest integrated circuit market,mean while integrated circuits also become China's largest imports.Although China's integrated circuit has formed a complete industrial chain,but the quantity of chip designed and made by Chinese enterprise is still inadequate.IC design is leading industry in the integrated circuit industry chain.IC design enterprise" is a typical knowledge intensive enterprise,and talent is the most important core competitive power of a IC design enterprise.In a IC design enterprises,R&D personnel accounted for the proportion of the total number of enterprises is very high,the performance of R&D engineer directly affect the survival and development of enterprises.ZXW IC design company is a fabless semiconductor company,one of China's ten largest integrated circuit design enterprises.With the good development opportunities of China's IC industry and the market situation,the company set an ambitious development goals.ZXW IC design company urgently needs to raise the level of human resources management in order to meet the requirements of development.Based on the study of the performance appraisal system,the problem of current performance appraisal in ZXW IC design company was studied,and a new performance appraisal system was designed in order to reach the goal to promote the development of enterprises.A scientific and rational performance appraisal system,not only can stimulate the potential of R&D engineer to enhance the staff satisfaction of enterprise,but also can provide employment,employee motivation and organizational performance related information to the enterprise manager.The rational application of performance appraisal results can stimulate the R&D engineer to continuously improve their personal performance,improve the company's core competitiveness,and finally serve the development goals of enterprises.In this paper,questionnaire,interviews and other forms of collecting methods was used to get ZXW IC design company's existing performance appraisal related materials,combined with performance appraisal related theories.The problems of enterprise's performance appraisal was found,and the cause was analyzed.Through the analysis of various performance appraisal methods,combined with the current situation of enterprises,the combination of KPI and 360 degree performance appraisal methods was selected.Through the analysis of the define of performance,first level of performance appraisal index of R&D engineer was designed.Through the analysis of the work responsibility of R&D engineer,second level of performance appraisal index was determined.In order to make the performance appraisal has strong performance and fairness,the standard for evaluation of the appraisal index was designed,and then AHP was used to designed the performance appraisal weights,and also the implementation steps and safeguard was designed.It is hoped that the performance appraisal system after optimization can improve the level of human resources management,help enterprises adapt to the market competition situation,and achieve the development goals of enterprises.At the same time,It is also hoped that the performance appraisal system and implementation proposals can be used by the peer enterprises.
