In April 2015 China formally issued "on the strengthening of the construction of social security prevention and control system of opinions",the document clearly pointed out that it should be "a comprehensive range of technology to enhance the level of prevention and control system construction and the ability of social security in our country and the popularization and application of video monitoring system in various fields,to achieve full coverage of city area and the important position in addition,it puts forward specific requirements for the construction of public security video surveillance system quality and coverage requirements,and vigorously promote the integration of urban and rural areas of video surveillance,and strive to achieve the" home security ".In order to strengthen public security,to further improve the level of city public security management of SQ City,create "green SQ" the overall security control project,blind compensation SQ Municipal Public Security Bureau launched security monitoring blind spot the main city's unified,and some of the old monitoring system upgrade.In this paper,the author of the work of telecom operators as the project contractor,undertake the construction and maintenance tasks of the project.As the owner of the project,the author has participated in the project establishment,construction and acceptance of the urban public security monitoring project in SQ city.Firstly,the definition and characteristics of project management for the relevant theoretical research,mainly uses the field observation method,literature research method,empirical research method and experience summary of the project implementation plan was evaluated from the whole process management of the project life cycle and project angle,scientific analysis and objective evaluation of SQ city security monitoring project project management mode.Through the implementation of the project,deeply felt the obvious advantages and disadvantages of the traditional telecom operators in the business transformation,although has the absolute advantage in wireless and wired transmission resources must be on the implementation of the project,but the existing staff of telecom operators,organization structure,management mode,work flow and other defects in the process of project management need,in personnel,resources,processes and other aspects of innovation and optimization,in order to meet the requirements of large informatization project construction.
