| Since 2013,the external environment and project properties of China's communication network construction project have changed.The project management practice of the communication network construction project in the mainland needs to meet the higher requirements.Therefore,telecommunication enterprises need to further strengthen the control of cost,schedule,quality and safety of network engineering projects in the promotion of project management level.However,currentproject management complexity is higher,and the delivery of quality,progress havetoo many uncontrollable factors,leadto fusion of multiple sub-project management control performance deviation of pressure is bigger,along with more management problems.This paper uses integrated project life cycle integration management to make the following work,hoping to provide new project management experience insights for the same industry through this research.Firstly,this paper studies the management literature of communication network engineering project at home and abroad,thentracks the research progress of the main literature.Through the analysis of the related literature at home and abroad,this paper found that the domestic case study for network communication engineering project is abundant,and the foreign literature is mainly discussed from the point of view of project management optimization method and model.Both researches are complementary.However,none of the mentioned literatures has put forward a specific project management model for the collaborative problems of the projects in recent years,and there is a certain research gap.Therefore,the paper discusses the communication network in life cycle integration management mode,and combines the project decision-making,implementation and operation of three disjoint management subsystem,according to the project collection of thoughts on the integration of organic collaboration and provides theoretical guidance for the possible problems.Secondly,this paper studies the current situation of communication network construction in the case province and summarizes the problems in the construction project management process.Due to the complexity of the project work environment,the telecommunication enterprises should maintain a high degree of optimization and relationship coordination,homogeneity principle and interactive control and the whole life cycle boundary control in project management.Combined with the problems,this paper puts forward corresponding countermeasures.Project manager needs to put forward clearly defined from the point of view of scope management scope of each component,using work breakdown structures to distribution within the scope of the task,realize the whole process of monitoring the scope of the project elements boundaries,to solve the problem of project scope definition is not clear.At the same time,the project manager needs to centrally manage the schedule,cost,quality and safety,and use the corresponding management tools to control,and ensure that all life cycle coordination can be realized.Specifically,the project manager has been carrying out the whole process of
