In recent years, our government has increased investment in science and technology,using information technology and project management strategies to improve IT projectmanagement and the ability to further enhance the whole process of management of ITprojects, has become a top priority at all levels of IT management. At present, the function ofeach subsystem in the management field of science and technology in our country is singleand difficult to convergence because of lacking of a full life-cycle management, it isnecessary to construct the full life-cycle unified process management platform of science andtechnology project in order to integrate all application subsystems, realize the sharing ofresources and one-stop management of science and technology project, then carry on designand develop the platform based on this. The paper’s main research work are summarizedbelow:First, after organizing science and technology project management, business analysis,combined with the field of the system, presents a science and technology project life cycleprocess management model, to lay the foundation for the design and implementation ofspecific platforms.Second, IT project management is currently based entity extraction technology inheritsthe design of the system entities in the field had a siginificant drawbacks, to improvereusability and extensibility of the system, this paper presents a dynamic combination offlexible objec-based design to redesign the core entity within the field, and presents astate-based workflow design flow through the business process personalized configuration,multi-class reporting coexist approval process, improving the flexibility and adaptability ofthe system.Third, using design patterns, object-oriented technology, and a layered architecture andmainstream Java EE Web development framework to build a loosely coupled, strictlyhierarchical, lightweight frame architecture to the core Spring Framework, Spring MVCseamless integration of multiple use view architecture, and Hibernate persistence frameworkintegration, while using FreeMarker template engine technology and custom labels for thedata model to generate standard output, and finally use JQuery framework to improve the userexperience.Forth, based on the above analysis and design of business and technical architecture, science and technology plan to integrate the various subsystems of the science and technologyproject life cycle process management platform to archieve, ultimately providing a large sizeof the multiplexing scheme for the construction of the field within the system, compared tothe current related systems in the field, the platform has a high reusability and scalability, thesystem helps to archieve rapid development in the field.Papers in Yiwu City of Science and Technology has been actually applied to resourcemanagement platform, designed and developed Wenling City Technology projectmanagement reporting systems, the successful implementation of the system and the smoothoperation of efficient and feasible to further validate the whole life cycle managementplatform.
