Research On Government Regulation Of Book Publishing Industry In Guangdong Province

With China's reform and opening up coming to uncharted stage,Guangdong,as a pilot of the reform scheme,is undergoing various problems brought by the transformation of socialist market economy.The publishing industry in Guangdong,which is transforming from the initial administrative management system to a marketized and industrialized management system,is especially faced with unprecedented challenges.Therefore,at this stage of deep transformation,it is essential for the government to regulate the publishing industry scientifically and effectively in order to promote the industry's upgrading in labour division,intensification and scale,which will achieve the industry's effective resource allocation and higher social welfare.As such,this paper studies government's regulation concerning the the publishing industry,taking Guangdong publishing industry as an example.Firstly,related literature is collected through literature research method.The necessity of regulating publishing industry is analyzed from political,economic and cultural perspectives.Secondly,based on the author's experience in publishing management,this paper summarizes the regulating system's features,current situation,achievements and short-comings of Guangdong publishing industry.It then discusses the causes of current challenging situation,namely substantial obstacles,systematic obstacles,and the conflicts between administrative monopoly and market competition.Thirdly,through comparative analysis,this paper compares and learns from the experience of the publishing industry regulating in the United States,France and South Korea,putting forward three suggestions in publishing industry regulating,namely “improving legislation and administrative procedures”,“establishing comprehensive disciplined regulation system” and “forming a regulation system focusing on public service”.In the end,possible explorations and beneficial solutions are proposed from the perspectives of easing the economic regulation and reconstructing social regulations according to the reform path of “easing regulation” and “reconstructing regulation”.
