When the"harmonious culture"concept was delivered in the report at the17th National Congress of the Communist Party of China (CPC), it required that we give priority to enhance credit consciousness in our cultural work. The absence of social credit plays tremendous havoc with the regular market system, increases the market transaction cost, and decreases the market efficiency. Hence it has become one of the major obstacles to the healthy development of the market system. Publishing activities is an integral and cyclical system made up of authors, publishers, dealers and readers. The publishing credit system provides publishing activities with a standard mode to follow. However the practice should be confined to something more systematic, which calls for the establishment of certain mechanisms. The establishment of systems cultivates a good environment for repetitive game and offers more steady predictions of long-term revenues for publishing activities. The government, as the main body in system establishing activities, should exert its influences in the practice.The dissertation studies the government regulation behaviour in the construction of publishing credit system based on theories of economics of regulation and other publishing related academic knowledge. The dissertation points out that at present there are still a lot of existing problems in the publishing credit system construction, such as absence of relevant systems, laws and regulations; backwardness of system reforms; ambiguity of the market subject position of journalism publishing units; deficiency of industrial associations and credit intermediary organizations; negligence of researches on the social credit system construction; and lack of commitment to publicity and credit education. Hence it comes up with some suggestions to promote the construction of the publishing credit system in China. The study shows that in the future the government should strengthen its regulation guidance, promote system reforms, make clear stipulations as to the market main competition body, perfect laws and regulations systems, innovate information revelation systems, and improve supervision management and punishment mechanisms, meanwhile place an emphasis on the studies concerning the publicity education and credit system construction.
