With the development of China’s socialist market economy, as the core of culture industry, there have been many problems of China’s traditional publishing industry. First of all, the speedy development of new media technology and gradual transformation of users’habit have a huge impact on publishing industry. Second, after our joining WTO and new development phase of opening-up policy, our traditional publishing industry will definitely face its new change. Current governmental regulatory regime of China’s publishing industry already couldn’t adapt to the circumstances of our socialist market economy. If there is no quick and correct adjustment to this issue, we can hardly hold our proper position in the intense competition and would surely be put into passive position. With the internal and external problems, traditional publishing industry will fall behind the development of our modern times with its weakening competition.Publishing industry features as the most comprehensive regulatory content, deepest level of supervision and the most rigid regulatory means in China’s regulatory system. Although having been through transformation from governmental office to institution, then from institution to enterprise management and lastly from enterprise management to limited company, big questions such as system conversion for its own sake and change with internal unchanging still exist. Therefore, the competitiveness of China’s traditional publishing industry didn’t strengthen quite well. In such an environment, there has to be an imminent refonn for China’s traditional publishing industry and its regulatory system. To start with, a better well-perfect law and regulation system must be improved. Effective regulatory mechanism has to be back up with a better regulation so that speed-up law and regulation system is the fist important condition for the healthy development of publishing industry. With the comprehensive regulation, there comes the core and foundation of publishing industry’s regulatory system. Secondly, an independent, fair-minded and efficient regulatory agency should be set up. Then the advanced experiences and achievements at home and abroad should be introduced with the combination of our particular features in China’s publishing industry. Last but not the least, a slow weakening of governmental supervision has to be done with the gradual standardization of our publishing industry and effective usage of economic levers can perfectly strengthen the guiding role of market so as to achieve the self-discipline role of publishing industry step-by-step.This paper employs theoretical study, literature analysis, comparative case study of China and foreign countries as well as practical analysis,. According to the research ideas of "finding current situation---problems analysis---solutions bring-forward,", this paper comes up with the research of the governmental regulatory strategy in China’s traditional publishing industry in hope of feasible and practical countermeasure and suggestion to the development of China’s publishing industry.
