Water resources are regarded as the basic natural resources,public social resources and strategic economic resources,and they lay an important foundation for sustaining the development of the social economy and maintaining the ecological balance and the beauty of the environment.However,water resources are unevenly distributed in terms of time and space.Meanwhile,the issue of severe water pollution,coupled by soil erosion and the complex topography leads to serious shortage serious water shortage of different kinds.This is not only the current situation we are facing now,but also it is the long-term issue that besets us.The discrepancy between the demand and supply of water shortage is the bottleneck for sustainable development.Therefore,it is a most urgent task for Fujian to build a management system for water resources,accelerate the development of the supervision of water resources,improve the monitoring,warning and managing ability,release water service information in time,and enforce the strictest water resources management rules.As a sub-system of Fujian Water Resources Management System,Fujian Water Resources Information Service Management System,sorts out,accumulates and analyzes the data,based on the information collected from the existing information collection and transmission system and combined with the basic information of water resources to present the information of water quality,water volume and water level on the GIS platform and release early warnings.Thus,the red lines showing the control over overall water usage,water usage efficiency and pollution of water resources can be monitored and pre-warned.The following will be carried out:1.It analyzes theories and working principles of SOA,JAVAEE and other technologies,and studies how to combine with these technologies and apply them to the Water Resources Information Service Management System of Fujian Province,and thus make the system advanced,expandable and open and improve the efficiency of water resources management.2.Based on the demand analysis and according to the goals and principles of the system,it adopts the B/S model design and takes Windows server 2012 as the operation system,ORACLE llg as the background database and Web GIS as the platform.Combining the characteristics of water resources information data flow and the content of the information service management,it designs the overall framework and technical architecture for the system.Additionally,it also lays out a detailed design for the three modules i.e.basic information service,monitoring information service and three red lines management,which mainly includes class diagram,timing diagram and the function module design.3.It builds the database according to the principles of unified planning,standard and design.Because of the diversity and complexity of the database structure,this paper mainly lays out the design for the structure and connection of the core data,such as the monitoring data,the business management,and the basic information.It is hope that the R&D,construction and online release of Fujian Water Resources Information Service Management System can provide a professional,integrated and scientific water resources information service management platform for Fujian provincial water resources management department,serve as a channel through which the public can access water resources information conveniently and quickly and,at the same time,contribute to the social and economic development.
