With the rapid development of technology, tremendous changes have been occurred in water informatization. It presents unprecedented opportunities for water modernization construction. Since Flood Disaster in 1998, river harnessing has been strengthened in China. It was an important period that Hubei water construction had been faced with profound changing at the same time. Nowadays, water technology information network systems which are mature and multi-layered have been developed both in China and abroad. Moreover, Hubei Provincial Department of Water Resources tries their best to response to government orders to develop water informatization actively. Information management system which can server for water construction is required when enlarging the scale of water investment and implementing financial plan.Information system for Hubei water program plan management could manage data of basic routine, project, plan and program based on 3 tier logical structure,.NET platform, Browser/Server, SQL Server database via Web Service for Hubei water informatization requirements. Meanwhile, geographical information system and related technologies were introduced for special requirements of water project geographic position. Hubei province electronic map in 1:250000 scale supplies search function to positioning on the map based on project information etc. Moreover, privilege management settings according to user position could avoid information leakage and other security problems.The system is deployed on server in Hubei Provincial Department of Water Resources. It introduces unit testing, function testing and integration testing to detect functional completeness, security, adaptability of system. It works well at present. All documents and files which can support system optimization in the future are collected completely during the development. The solution is mature and useful for reference. Moreover, it promotes Hubei water informatization development in some ways.
