Meteorological departmentat county-level,with its large amount of work,poor efficiency,relying on the manual,a great variety of business,poor usability,strong repeatability,acted as the basic level unit of meteorological service work,has already lost the ability to meet the needs of a escalatingeconomic development and a higher level of service.We will work to comprehensively promote thedecisions and arrangements of comprehensive reform of meteorological department at county-level,strengthen their business fundamentals,transform their job functions,and promote all business concentration,function optimization,overall planning for resources of meteorological department at county-level.All of them require public meteorologicalservice platform with technology advancement timely,and provide support for steady and sustainable development of meteorological business at county-level.Through designing and realizing the system,meteorological business at county-levelwill bereached Integrated MICAPS and be encouraged to establish meteorological forecast production,meteorological SCADA system,production platform for special service products,unified information release platform and Implementation of one keyinformation publishing,and also will achieveweather modification operation,give consideration to others business functions,for example special meteorological service for farmers,meteorological support engineering for geological disaster prevention and control of flash floods,construction of non engineering measures for prevention and control of mountain flood disaster at county-level,upgrade and reconstruction of the business platform and forecast operation of county-level and so on.Building a business service platformwith efficient intensification,ease of handling,safety and stability,meanwhile,optimizing meteorological service process,providing high quality and reliable public weather service products will change failures in current business chaotic messat county-level and improve weather service work efficiency at county-level.Public meteorologicalsupport serviceat county-level will achieve standardization and intensification,which will have all kindsof weather risk warning service functions of decision-making meteorological service,public meteorological service,agriculture meteorological service,professional meteorological service and medium and small rivers flood and geological disasters of flash floods,which will have the functions of weather modification,lightning protection service,information issue,disaster collection and interdepartmental cooperation,which will have the functions of real-time information sharing and interactional feedback at prefecture-level and province-level,superior guidance service product synchronous display,variousmodificationand production of service products,all kind of user objects interaction and rapid and effectivepublication channels.
