Performance Appraisal Management is the core of Human Resource Management. And Performance of Public Security refers to the positive effects on society which caused by the results of work of the public security department, and the performance appraisal management activities. As the characteristics of Public Security System include a large number of police offers, team structural rejuvenation,simple job content and so on. At the same time, the special nature of the public security departments work result in the performance evaluation of public security has a lot of assessment content, which make it difficult to design a public security performance appraisal system that applies to all departments. Hence, it should choose relevant Assessment methods and Assessment index to build a Performance Appraisal System of Public Security according to work content and the actual needs of each department.At first, this thesis analyzed the current development of domestic and overseas public security performance appraisal theory. Furth more, the thesis analyzed the problems occurred during the assessment process of Ma'anshan City SWAT Team.According to the actual needs of these problems, the thesis establishes the evaluation methods and evaluation index system that will be used in the assessment system. Also,the appraisal software was designed for the implemented performance. The assessment system is divided into four subsystems: basic information management subsystem, appraisal management subsystem, attendance management subsystem, and system information management subsystem. The object-based design methods were used in the design of the assessment system; Oracle database was used in the data layer; SSH framework was used in the business logic layer; Ext MVC design pattern was used in presentation layer.At last, the thesis summarized the basic situation of Ma'anshan City SWAT Team performance appraisal system, and prospected the improvement and expansion of the appraisal system in the future.
