Study On Cost Control Of MS New Campus Construction Project In PPP Mode

At present,local governments use PPP(Public-private Partnership)mode in the construction of projects.As we all know,engineering construction belongs to resourceintensive industries,and project procurement costs account for more than 70% of the total project costs;Besides,the control method of the purchasing cost of the most current engineering projects is very extensive,especially in the PPP mode,the stakeholders' intervention on the project procurement brings some new problems to the project cost control.Therefore,it is of great of significance for us to research the PPP project procurement cost control.In the PPP mode,Projects' purchasing cost will be affected by its management pattern and the influence of stakeholders,so we need to use effective cost control method to reduce procurement costs.And comprehensive cost control theory and the earned value method can improve work efficiency and control the purchase cost effectively in the PPP project management.The construction project of the new campus of MS Vocational and Technical College is a social enterprise construction project under the PPP mode,so the comprehensive cost control theory and earned value method are applicable to this project.This paper starts with the researches on PPP mode and procurement cost control theory at home and abroad.Firstly,it summarizes the relevant theories and research background through data collection.Then,the author made a field survey of the project to understand the current situation of its procurement cost management and control,such as the basic situation of the project,PPP operation mode,supervision,procurement organization,supplier management,the reviewing of the contract,material accounting management and other contents,so as to provide basic information for the research.Then,on the basis of the theoretical background and present situation analysis,I will use the earned value analysis method to perform quantitative analysis and detection on the project procurement cost control effect.According to the test results,I will find problems in the procurement cost control,and analyze its causes,then use the comprehensive cost control method to improve the procurement cost control.Then,I will develop five improvement strategies: the formulation and implementation of the project procurement system of cost control,the procurement of quality supervision team,the procurement quality inspection system,the cost performance appraisal system and the negotiation strategies with the suppliers.Then,the method of earned value is used again to conduct quantitative test on the effect of the improved procurement cost control effect.Finally,I will evaluate the improved effect,and find that the improvement countermeasures are effective for the control of project procurement cost.This study proves the accuracy of the earned value method in the procurement cost detection of this project and the effectiveness of the comprehensive cost control method in improving the procurement cost control of this project.The research results can be used as a reference for the procurement cost control of similar engineering projects.
